Cluster gatherings are among the tools of industrial development in countries, where clusters are defined as: a geographical grouping of a group of industrial establishments operating in a specific activity that are interconnected and integrated in the production of a group of products or services for this activity, and so that a vertically integrated and interwoven relationship enters between them Horizontal in all stages of the production process, constituting the entire chain of added value to the product, and this relationship includes the exchange of experiences, goods, services, information and human materials.

The shoe and leather industry cluster, which is incubated by the Hebron Chamber of Commerce and Industry, is one of the five clusters that were established in 2013 within the Private Sector Development Project - Cluster Clusters (PSDCP), which is implemented by the Ministry of National Economy and in cooperation with the Federation of Palestinian Chambers of Commerce, Industry and Agriculture ( FPCCIA) and funded by the French Development Agency.

The shoe industry in Hebron was the craft of the grandparents, inherited by the fathers and bequeathed to the grandchildren, so they developed and updated it and made all possible improvements. It turned from a primitive handicraft to a sophisticated industry that uses the latest technologies and the best production methods to produce high-quality products that have become well known to the consumer and have been witnessed by the far and near in terms of quality and durability first and elegance and beauty secondly.

Hence, the shoe and leather industry grouping began with eighteen (18) core members in Hebron, and since then the grouping has expanded to include most shoe manufacturers in the city, with a comprehensive representation of the entire value chain of tanneries, chemical suppliers, designers, mold makers, sole makers, shoe makers and retailers.

The cluster grouping for the manufacture of shoes and leather represents 13.5% of the total number of industrial establishments in the Hebron Governorate, where the number of establishments working in the field of leather industries reached 432. The members of the assembly vary between the manufacture of all kinds of shoes, the manufacture of work shoes and medical shoes, the manufacture of heels, insoles and shoe soles, the manufacture of girls’ and baby shoes, the manufacture of men’s and children’s shoes, the manufacture of static shoes, the manufacture of summer tourist shoes of all kinds, the design and detailing of all models of shoes of all kinds, in addition to sewing The uppers of shoes, the manufacture of bags and leather scraping, in addition to the tanning of animal skins.

The assembly followed a systematic strategy to reach its vision of "a global Palestinian Arab industry without borders", and proceeded from the outset to implement a set of collective projects that would develop and enhance the capacity of the assembly and improve products on the basis of international standards. The group's products are characterized by durability, originality and competitive price.
