Hebron Leather & Shoe Cluster, established in 2013 and incubated by the Hebron Chamber of Commerce and Industry,

 is a vital component of the region's industrial landscape. This cluster represents 13.5% of all industrial establishments in the Hebron Governorate, with 432 establishments dedicated to leather industries. The cluster members are engaged in a wide range of activities, including manufacturing various types of shoes, from work and medical shoes to stylish heels and trendy summer footwear. Additionally, they specialize in shoe design, detailing, and leather crafting, showcasing the region's expertise and craftsmanship in the industry.

Through a strategic partnership with the Swedish Government, Global Communities (GC) is implementing the Supporting MSMEs Competitiveness and Growth in Palestine (SMCGP) programme. The 44-month programme aims to improve the conditions necessary for increased competitiveness and growth of MSMEs, contributing to inclusive sustainable economic development, including better income generation and productive employment with decent working conditions, particularly for women and youth. The SMCGP adopts the Market Systems Development (MSD) approach, employing facilitative approaches with learning at its core. The programme targets the creative industries sector, which comprises three sub-sectors: Furniture, Footwear and Leather, and Handicrafts.

Within the framework of the SMCGP programme, the Hebron Shoes & Leather Cluster (HLSC) is seeking a qualified Logistics Service Provider (LSP) to manage the end-to-end international shipment of a consignment of footwear and leather products from Palestine to the United States, and direct delivery to the three Amazon fulfilment centres specified in Section 4 of this ToR.

This is the Cluster's first export shipment of this type. Accordingly, and as set out in Section 5.G, the LSP is expected to provide hands-on guidance and instruction to HLSC throughout the preparation of the shipment, in addition to performing the logistics services themselves.

HLSC invites qualified Palestinian companies to submit technical and financial proposals for the provision of the logistics services described in this ToR.
